Executive Summary
The Sangguniang Panlungsod will convene its 9th Regular Session with an agenda centered on public transport regulation, barangay and Sangguniang Kabataan fiscal oversight, institutional strengthening measures, and infrastructure development initiatives.
The Council will conduct first reading and reference of proposed ordinances granting Certificates of Public Convenience (CPC) to motorized tricycle operators across City Proper, Mandurriao, and Lapaz, reinforcing regulated route operations under existing city policies. Temporary half-lane road closure ordinances for several March 2026 fun runs will likewise be deliberated to ensure public safety and traffic management.
Institutional reforms will feature prominently, with proposed ordinances seeking to formally establish the Official Legislative Mace, Official Logo, Official Address, Official Digital Identity, and Correspondence Protocol of the Sangguniang Panlungsod.
Resolutions declaring operative several CY 2025 and CY 2026 Annual and Supplemental Budgets of barangays and SK councils will be considered in accordance with the Local Government Code and RA 10742.
Infrastructure and administrative matters to be taken up will include flood mitigation project coordination requiring a road closure ordinance, authority to sign building and occupancy permits for public facilities, committee deliberations on regulating aesthetic and cosmetic clinics, and a joint committee initiative to investigate structural and learning challenges in public schools. An administrative referral from the Office of the Deputy Ombudsman for the Visayas will likewise be referred for appropriate action.
