20th Regular Session – November 26, 2025
Sangguniang Panlungsod of Iloilo City

The 12th Sangguniang Panlungsod convened its 20th Regular Session at 10:00 AM, presided over by Hon. Lady Julie Grace L. Baronda, Vice Mayor/Presiding Officer. After the invocation, national anthem, and pledge of allegiance, the Body proceeded with the roll call, confirming the presence of a quorum. The Minutes of the November 19, 2025 Regular Session were approved.

I. ITEMS REFERRED TO COMMITTEE

  • DN 25-11-1860 – Proposed Ordinance on Traffic Signs & Marking Concept Plans for Oñate (Mandurriao), Quintin Salas (Jaro), District of Molo, and Arroyo Fountain.
    ✔ Referred to the Committee on Transportation for study and recommendation.

II. APPROVED REGULATION ORDINANCES (TEMPORARY ROAD CLOSURES)

The Body approved several ordinances authorizing temporary road closures for fun runs, religious processions, district fiestas, and community events. All ordinances were approved with rules suspended and are effective immediately.

III. BUDGET REVIEW ACTIONS

A. Supplemental Barangay Budgets (CY 2025) – APPROVED

  • Brgy. Guzman-Jesena, Mandurriao – ₱228,765.57
  • Brgy. South San Jose, Molo – ₱94,338.11
    Declares budgets operative in their entirety, subject to posting requirements.

B. SK Annual Budgets (CY 2025) – APPROVED

Confirmed compliant with RA 10742 and LGC provisions:

  • Brgy. Guzman-Jesena – ₱1,002,019.00
  • Brgy. Kasing-Kasing – ₱566,297.00
  • Brgy. South San Jose – ₱497,041.00
  • Brgy. Maria Clara – ₱388,358.00
  • Brgy. Bantud – ₱369,353.00
  • Brgy. Libertad Sta. Isabel – ₱338,196.00
    All unanimously approved.

IV. CONFIRMED AGREEMENTS (MOU/MOA)

  1. MOU with Zoological Society of London–Philippines
    ✔ Implement mangrove & beach forest rehabilitation and conservation projects.
  2. MOA with SOS Children's Village Iloilo
    ✔ Provide alternative care & support for children without parental care or at risk.

Both were unanimously confirmed.

V. SPECIAL PERMITS – COCKFIGHTING ACTIVITIES

Authority granted to the City Mayor to issue special permits to Mandurriao Cockpit Arena for fiesta-related activities:

  1. Brgy. Rizal, Lapuz – Dec 1, 3 & 5, 2025
  2. Brgy. Malipayon-Delgado, City Proper – Dec 8, 10 & 12, 2025

Both resolutions unanimously approved.
