EXECUTIVE SUMMARY OF HIGHLIGHTS
23rd Regular Session – 12th Iloilo City Council

During the 23rd Regular Session, the Sangguniang Panlungsod will act on a comprehensive lineup of legislative measures, primarily involving traffic management for upcoming events, budget approvals for barangays and SK councils, institutional ordinances, and endorsed communications requiring Council action.
I. Proposed Ordinances for First Reading
The Council will receive and refer several proposed ordinances, including:
- Measures temporarily closing various roads across the city for events such as the Calle Real Christmas Night Market, Dragon Boat League, Barangay fiestas, fun runs, and the Iloilo Dinagyang Ultramarathon.
- A proposal enumerating unlawful acts for the Local Public Transport Route Plan with a stickering requirement for compliant PUVs.
- Institutional measures such as:
- The Iloilo City Volunteerism Program Ordinance
- Cash rewards for exemplary Ilonggo graduates
- The ordinance on official SP branding, office address, and communication protocols
- Regulation of aesthetic, cosmetic, and wellness clinics
- Granting annual incentives for centenarians
- A significant endorsement from the City Mayor regarding the Iloilo City Comprehensive Startup Incentives and Development Ordinance of 2025, which will aim to support startups and develop a local innovation ecosystem.
II. Barangay & SK Budget Resolutions
The Council will evaluate and act on various barangay and SK financial measures, including:
- The CY 2026 Annual Budget of Barangay Hinactacan.
- CY 2025 Supplemental Budgets for Barangays Mabolo Delgado and Muelle Loney.
- The CY 2025 Annual Budget of SK North Baluarte and the Supplemental Budget of SK Banuyao.
These measures will be considered for approval based on compliance with the Local Government Code and RA 10742.
III. Resolutions on Public Order & Safety
The body will deliberate on measures such as:
- Granting Omnibus Authority to Ret. Col. Uldarico Garbanzos for handling complaints related to public order and safety ordinances.
- Prohibiting entertainment or climbing on lamp posts and public utility structures to prevent accidents and ensure safety.
IV. Endorsements & Communications
The Council will address official communications involving:
- A request on the cutting of 112 Bangkal trees in Tagbac due to risks of flooding and property damage.
- Water Permit Applications from Megapet Gas Station requiring posting and certification.
- Warrants of Levy on delinquent real properties issued by the City Treasurer.
- Financial reports such as the Pre-Closing Trial Balance for the Trust Fund.
- A Joint Court Order granting probation in Criminal Cases involving qualified trafficking and child exploitation.
V. Committee Report
The Committee on Appropriations will present its report on the proposed 2026 Annual Budget of Iloilo City, with total anticipated receipts of ₱4.5 billion under the General Fund and ₱83.9 million under the Special Account for the Local Economic Enterprise.
