Consolidated Agenda Overview - December 5, 2025 Regular Session

EXECUTIVE SUMMARY

During the 22nd Regular Session of the 12th Iloilo City Council on 05 December 2025, the Sangguniang Panlungsod will undertake a full agenda composed of event-related traffic measures, barangay budget approvals, institutional ordinances, committee actions, and policy updates coming from various city offices and national agencies.

The Council will open with the standard preliminaries—Invocation, National Anthem, Pledge of Allegiance, Roll Call, and the reading and approval of the minutes of the previous session.

A. First Reading & Reference of Business

The Council will refer numerous proposed ordinances primarily involving temporary road closures for concerts, fiestas, fun runs, solemnities, and institutional events across various districts of the city. These include activities organized by the University of San Agustin, Barangay councils, the Federation of 4-H Clubs, and the Seventh-Day Adventist Churches, among others.

The body will also receive key legislative proposals spearheaded by the Vice Mayor, including:

  • The institutionalization of the Iloilo City Volunteerism Program Coordinating Council (CVCC);
  • The creation of cash rewards for exemplary Ilonggo graduates;
  • The establishment of the official SP logo, office address, communications channels, and correspondence protocol.

Additionally, the Council will deliberate on several barangay annual and supplemental budgets, SK budgets, and resolutions requiring barangay compliance with national and local regulations.

Fiscal measures will include the urgent endorsement of the General Fund Supplemental Budget No. 4 for CY 2025 amounting to 75.81 million, as well as the transmittal of the SEF Utilization Report for the 3rd Quarter of 2025.

The Council will also take note of several communications from the National Water Resources Board regarding water permit applications, requiring postings and certifications from the SP Secretariat.

B. Committee Reports

Three committees will present their reports:

  1. Committee on Appropriations
    • The committee will report on the proposed 2026 Annual Budget, amounting to approximately 4.5 billion for the General Fund and 83.9 million for Local Economic Enterprises.
  2. Committee on Rules, Ordinances, Resolution Style, Justice & Legal Affairs
    • The Council will consider the Memorandum of Agreement among the City Government, Iloilo Festivals Foundation, Inc., and the Parish of San Jose Placer for the Dinagyang Festival 2026, backed by a budget certification of 39.18 million.
  3. Committee on Transportation
    • The Council will evaluate the MOA with the Iloilo Business Park Estate Association, Inc. for traffic ordinance enforcement in Megaworld Boulevard.
    • The Council will also study amendments to Regulation Ordinance No. 2008-393 regarding traffic signs, markings, and signals.

C. Calendar of Business (2nd Reading)

The Council will continue deliberations on:

  • An ordinance regulating vending activities in sidewalks, plazas, esplanades, and public spaces;
  • An ordinance mandating business establishments to accept government-issued IDs as sufficient proof of senior citizen eligibility for benefits under RA 7432 and RA 9994.

D. Other Matters

Other pending concerns and updates will be addressed, depending on motions raised by the members.
