I. CALL TO ORDER, INVOCATION AND NATIONAL ANTHEM

  • The session was called to order at 10:00 a.m.
  • Invocation led by Girl City Councilor Erica Anne Debura M. Pauchano, counterpart of Hon. Jelma Crystel C. Implica.
  • Singing of the Philippine National Anthem and recitation of the Pledge of Allegiance followed.
  • Roll call confirmed the presence of all members.
  • A brief recess was declared to give way to the Girl City Mayor's address.

II. READING AND APPROVAL OF MINUTES

  • Minutes of the October 15, 2025 Regular Session were dispensed with and approved.

III. APPROVALS AND REFERRALS

  1. Regulation Ordinance No. 2025-280
    Temporary road closure for DrogAwareness Fun Run organized by the National Youth Commission on November 9, 2025.
    • Covers Festive Walk Mall to So-oc and back, from 4:00 a.m. to 9:30 a.m.
    • Approved.
  2. Proposed Ordinance Amending Regulation Ordinance No. 2008-393
    To include rules on installation and relocation of traffic signs and markings.
    • Referred to the Committee on Transportation.
  3. Proposed Ordinance on Freedom of Information (FOI)
    • For the operationalization of FOI in Iloilo City, creating a Central Appeals and Review Committee.
    • Referred jointly to the Committees on Communication & Public Information and Information Technology & Computerization.
  4. Resolutions Approving Barangay Budgets
    • Resolution Nos. 2025-975, 976, and 977 approving the Annual and Supplemental Budgets of Brgys. San Juan, PHHC Block 22, Cochero, and SK Councils of Bo. Obrero, San Agustin, and Cochero.
    • All approved and declared operative.
  5. Accreditation of Civil Society Organizations (CSOs):
    • Resolution Nos. 2025-978 to 2025-980 approved the accreditation of:
      • Taytay sa Kauswagan, Inc.
      • Pollution Control Association of the Philippines – RVI, Inc.
      • United Architects of the Philippines – Iloilo Bahandi Chapter
    • All unanimously approved.
  6. Resolution No. 2025-981
    Requesting the LEEO to prepare a Manual of Operations for all Public Markets in Iloilo City.
    • Approved.
  7. Proposed Ordinance on Regulated Vending
    Regulating vending in sidewalks, plazas, esplanades, and public places.
    • Referred to the Committee on Trade, Commerce and Industry.
  8. Resolution No. 2025-982
    Confirming the MOU between the City Government and Henber Realty Dev't Corp. for the "Pasilong: Pabahay Para sa Pamilyang Ilonggo" Program.
    • Approved.
  9. Proposed MOA between City Government and Iloilo Business Park Estate Association, Inc.
    For collaborative enforcement of traffic ordinances along Megaworld Boulevard.
    • Referred to the Committee on Transportation.
  10. Resolution No. 2025-983
    Authorizing City Mayor to sign MOA with Iloilo Science and Technology University (ISAT-U) for student OJT program.
    • Approved.
  11. Resolution No. 2025-984
    Authorizing City Mayor to sign MOU with Handicap International Federation – Philippines, Novo Nordisk, and Roche Philippines for the "Changing Diabetes in Children" Project.
    • Approved.
  12. Barangay Ordinances for Review
    • Brgy. Kauswagan – taxation ordinance; referred to Committee on Rules.
    • Brgy. Luna, Lapaz – regulation on use of sound systems; referred to Committee on Rules.
  13. Petitions and Communications:
    • Alta Tierra Village Residents – Flood control request; referred to QuadCom on Waterways.
    • Philippine Councilors League – invitation to CLLEP; noted.
    • City Treasurer – Warrants of Levy on delinquent real properties; noted.
    • City Accountant – Trial Balance submission; noted.

IV. COMMITTEE REPORTS

  1. Committee on Rules, Ordinances, Resolutions, Style, Justice and Legal Affairs
    • Recommended the passage of Resolution No. 2025-985
      Authorizing City Mayor Raisa S. Treñas to enter into a MOA and Deed of Undertaking with the National Food Authority (NFA) for rice procurement under agency-to-agency arrangement (R.A. 12009, Sec. 35.5).
    • Approved and granted omnibus authority for future NFA transactions.
  2. Committee on Engineering, Construction and Public Works
    • Recommended approval of:
      • Resolution No. 2025-986
        Granting the use of air rights above Calasanz Street for the Iloilo City Hall Multi-Level Parking Project.
      • Regulation Ordinance No. 2025-281
        Approving the permanent partial road closure of Calasanz Street for structural support columns of said project.
    • Both approved unanimously.

  • Session adjourned after completion of all agenda items.
