1. Building Permit Compliance for DPWH Projects

  • Councilor Johnny Y. Young delivered a privilege speech highlighting repeated violations by the Department of Public Works and Highways (DPWH) for commencing projects without securing building permits from the Office of the Building Official (OBO), in violation of the National Building Code (PD 1096).
  • Resolution No. 2025-864 was unanimously approved, urging DPWH to:
    • Secure all required permits before project implementation.
    • Halt ongoing works without permits.
    • Submit a formal explanation to the SP regarding persistent violations since 2022.
    • Direct OBO to audit and monitor all DPWH projects for compliance.

2. Privilege Speech on Public Safety

  • Councilor Sedfrey L. Cabaluna raised the issue of improving security and surveillance systems in the city.
    • Action Taken: Deliberation deferred pending submission of detailed documents.

3. Public Transportation Expansion

The SP approved six franchise ordinances, granting Certificates of Public Convenience to various tricycle operators.

4. Temporary Road Closure
